For a slave entering Rorus while owned by a non-player character. This records the temporary ownership arrangement so the character may begin roleplay.

Who uses this form: Only a slave entering Rorus under an NPC owner completes this registration. Slaves belonging to an active player-character owner are declared by that owner and do not complete a separate census or application.
